Replace the access configuration for an inspection.

This endpoint replaces the access configuration for an inspection, allowing you to update owner, permissions, and site access levels.

This endpoint requires "View, edit" access to the inspection at a minimum, and "View, edit, delete" access if you want to add new, edit, or remove an existing permission with full access.

If access is to be revoked from the original owner, a new owner must be specified.
