A Global Response Set is a collection of responses that's available to be used in all templates in an organization. Endpoints are provided to manipulate response sets as well as individual responses within them.
The responses in response set are in the same order as how they are provided in the payload. It is up to the client to reorder these responses, the recommended way of reordering would be to do a complete update of the response set with the desired order of the responses.
